The solution to this problem is simple. If you have already enabled the Roads Layer in Google Earth and you are not seeing the street names, then you need to follow these steps.

Open the Tools menu, select Options and in the 3D View Tab under Graphics Mode, – (Tools > Options > 3D View tab > Graphics Mode) – switch whatever to you have to the other option which would be either OpenGL or DirectX.

If this does not work, you may need to upgrade your graphics card driver.
